Being max height nerfs your speed and gives you a bigger hitbox. You'll get a little more range but due to how priority works in this game, connection, and just how this game works in general. You can make up for range very easily. Plus, it'll be harder to hit someone if you're slower.

The game is fine without the DLC, I just bought most of it, (it is half of right now for me) but I had played through the game a few times before that. I would start by buying the DLC that has characters you like before anything else or even just moves you like.
