I clear this quest in a couple of minutes and after you fight Yamaha, Tien and Krillin you'll see 3 time patrollers pop up.

After you get the 7 and make a wish you could collect them again and make another, and again and again. Yes, it's possible. You can only collect one full set though. So you have to collect 7 balls, make a wish, then you have to collect all 7 again to make another wish.
